There are only two ways to add an amendment to the US Constitution:

Two-thirds of both houses of Congress can propose and ratify an amendment to the Constitution. Given their penchant for perks and campaign contributions, this will never happen.

Three-fourths of the state legislatures must approve them, or ratifying conventions in three-fourths of the states must approve them. This is the only way to bring about term limits.
